Nope. Apparently, the character was renamed as well to better match Javier Bardem. (So not looking for someone whose roots are Spanish/Hispanic (or even Mediterranean).)

Well, that increases the degree of difficulty a little. Might need a hint of two, but I'll make a guess with Ralph Feinnes, just because I think he'd have been interesting in the part.

Not Ralph Feinnes, but like him, this actor played a Nazi. It became his breakthrough role for American audiences. Film came out ~10yrs ago.

Not anyone in Cinderella, although at least one of the mice in this villain's movie did have a heavy accent.

Not the Aristocats. The villain's fear of mice is sort of ironic, as she has no fear whatsoever of alligators.
